Proposed Ankeny Public Services Library Remodel  (PH 2019-65)
EXECUTIVE SUMMARY:

Ankeny Public Services Library Remodel Project 

With the pending completion of the new Ankeny Kirkendall Public Library,  the next phase of the city's overall facilities plan can commence:  The remodeling of the existing Kirkendall library into the new Public Services Building.  The scope of the project includes a full remodeling of the interior of the structure, and site improvements including new parking lot, access drive and turn lane.  The interior of the building shall be demolished and rebuilt to accommodate our four public service departments.  The construction work includes all civil, landscape, architectural, mechanical, electrical and technology systems.  The exterior of the building shall be maintained except for the front façade, which shall be reconstructed.  A new parking lot will be constructed along with a new turn lane on NW Prairie Ridge Drive.  A new geothermal HVAC system and emergency generator will be included.  

 

The bid opening for this project was held on Thursday, November 14, 2019.  Eleven (11) bids were received as follows:

1.   Edge Commercial = $3,806,200

2.   Core Structural Services = $3,837,000

3.   Rochon Corporation = $3,849,000

4.   Koester Construction = $3,925,300

5.   OLP Construction = $3,974,800

6.   Lang Construction Group = $3,978,800

7.   Ball Team LLC = $3,993,000

8.   Christner Contracting = $4,049,000

9.   HPC, LLC = $4,070,000

10. Trinity Construction group = $4,115,000

11. Cerebal Group, LLC = $4,479,700

 

The Architect's Estimate for the project was $3,990,800.00.  The bids ranged from approximately 5% below the estimate to 12% above the estimate.  The City reviewed the bid results both internally and with the project's architect, SVPA.  Edge Commercial has successfully completed several renovation projects of similar scope.  It is recommended that the project be awarded to Edge Commercial of Grimes, Iowa.

 

Pending project approval and award by the City Council, the contractor will be required to start the project no later than January 6, 2019 pending the completion of the Ankeny Kirkendall Public Library Project so that the current Kirkendall building will be vacated.  The contractor will have until October 1, 2020 to substantially complete the project. 

 


FISCAL IMPACT: Yes

This project is included in the City's current Capital Improvements Program with construction scheduled in 2020.

CITY MANAGER'S RECOMMENDATIONS:
1.  Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated cost ($3,990,800.00).

2.  Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the Ankeny Public Services Library Remodel project.

3.  Receive and file the report of bids received on November 18, 2019.

4.  Approve Resolution, making award of construction contract to Edge Commercial of Grimes, Iowa.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
October 21, 2019: The City Council approved a Resolution ordering construction, setting the bid opening date, and setting the public hearing date as November 18, 2019.

Action: Consider motion to adopt 1) <strong>RESOLUTION</strong> ratifying, confirming, and approving change in deadline for submission of bids and posting of an amended notice to bidders and notice of public heraring 2) adopt <strong>RESOLUTION</strong> adopting plans, specifications, form of contract and estimate of cost $3,990,800.00; 3) receive and file report of bids received November 14, 2019; and 4) adopt <strong>RESOLUTION</strong> making award of construction contract with Edge Commercial&nbsp;in the amount of $3,806,200.00.<br />
