SUBJECT:
Consider motion to adopt RESOLUTION authorizing a revision to the Streets Projects scheduled for completion in calendar year 2020 within the 2019-2023 Capital Improvement Program for the City of Ankeny. 
EXECUTIVE SUMMARY:

The City Council approved the 2019-2023 Capital Improvement Program on January 21, 2019. The Streets Projects within the 2019-2023 Capital Improvement Program includes the West 1st Street Widening and Improvements - Phase 1 project with design scheduled for Calendar Years 2019 and 2020 and construction scheduled in phases for Calendar Years 2021 and 2022.

The proposed West 1st Street Joint Utility Trench project will construct a joint utility trench on the north side of West 1st Street in Calendar Year 2020 in order to have the work completed prior to the West 1st Street Widening and Improvements – Phase 1 project, avoid conflicting construction and staging issues, and maintain essential communication and power services to residents, businesses, schools and City facilities. The proposed West 1st Street Joint Utility Trench  project, with an estimated construction cost of $600,000, was not included in the approved 2019-2023 Capital Improvements Program.

It is recommended that the proposed revision to add the proposed West 1st Street Joint Utility Trench project to the Streets projects scheduled for completion in Calendar Year 2020 within the 2019-2023 Capital Improvements Program be authorized at this time, to allow commencement of the needed easement acquisitions in December of 2019 and bid-letting in January of 2020, and to support the construction schedule for the West 1st Street Widening and Improvements - Phase 1 project.

FISCAL IMPACT: Yes
The proposed West 1st Street Joint Utility Trench  project is estimated to cost approximately $600,000 with construction scheduled for 2020.  A Capital Project Request Form will be submitted for the project by the Public Works Department for the 2020-2024 Capital Improvement Program.
CITY MANAGER'S RECOMMENDATIONS:
Recommend approval of the Resolution and corresponding authorization to add the West 1st Street Joint Utility Trench project to the 2019-2023 Capital Improvement Program.
