The City Council approved the 2019-2023 Capital Improvement Program on January 21, 2019. The Streets Projects within the 2019-2023 Capital Improvement Program includes the West 1st Street Widening and Improvements - Phase 1 project with design scheduled for Calendar Years 2019 and 2020 and construction scheduled in phases for Calendar Years 2021 and 2022.

The proposed West 1st Street Joint Utility Trench project will construct a joint utility trench on the north side of West 1^st Street in Calendar Year 2020 in order to have the work completed prior to the West 1^st Street Widening and Improvements – Phase 1 project, avoid conflicting construction and staging issues, and maintain essential communication and power services to residents, businesses, schools and City facilities. The proposed West 1st Street Joint Utility Trench  project, with an estimated construction cost of $600,000, was not included in the approved 2019-2023 Capital Improvements Program.

It is recommended that the proposed revision to add the proposed West 1st Street Joint Utility Trench project to the Streets projects scheduled for completion in Calendar Year 2020 within the 2019-2023 Capital Improvements Program be authorized at this time, to allow commencement of the needed easement acquisitions in December of 2019 and bid-letting in January of 2020, and to support the construction schedule for the West 1st Street Widening and Improvements - Phase 1 project.
