Consider motion to adopt RESOLUTION authorizing the execution of an Agreement for Urban-State Traffic Engineering Program (U-STEP) funding between the Iowa Department of Transportation (DOT) and the City of Ankeny, Iowa, for the sharing of project costs for the proposed SE Hulsizer Road Realignment  project.
EXECUTIVE SUMMARY:

The scope of the project includes realignment of SE Hulsizer Road between SE Dalbey  Drive and SE Oralabor Road to a intersection aligned with SE Rio Drive/ NE 19th Lane, and installation of a traffic signal at said intersection .  Other associated improvements are stormwater conveyance and detention, sanitary sewer, water main, and pedestrian facilities such as sidewalk and pedestrian ramps.

 

The City has secured Urban-State Traffic Engineering Program (U-STEP) funding from the Iowa DOT in the amount of 55% of the project construction costs up to a maximum of $200,000.  To facilitate the U-STEP funding, the Iowa DOT has submitted an agreement which stipulates the cost sharing and eligible costs for the project.  It is recommended that the Council approve the agreement at this time so the project schedule can be maintained.

FISCAL IMPACT: No
The construction of the project is included in the 2019-2023 Capital Improvement Program.  Iowa DOT's U-STEP agreement and Revitalize Iowa's Sound Economy (RISE) Agreement, approved by the Iowa DOT Transportation Commission in November 2017, provide partial reimbursements for construction and right-of-way costs.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the City Council take the following action:

 

1.  Consider motion to adopt Resolution to authorize the execution of an Agreement for Urban-State Traffic Engineering Program (U-STEP) funding between the Iowa Department of Transportation (DOT) and the City of Ankeny for the sharing of project costs for the proposed SE Hulsizer Road Realignment project.

PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):

At its February 18, 2019 regular meeting, the City Council approved the RISE Agreement with Iowa DOT for the Hicklin Industrial Park project. The City agreed to design and construct the project, and award a construction contract within three years of the Iowa DOT Commission's approval date. Iowa DOT agreed to reimburse for the City for fifty percent of eligible project costs, not to exceed $651,446.

 

At its April 15, 2019 regular meeting, the City Council approved the Professional Services Agreement with CDA Design Advantage for design engineering and bidding phase services for the SE Hulsizer Road Realignment project.
