The action before the Council is the adoption of a resolution regarding the West First Street Joint Utility Trench project which involves ordering construction, setting a public hearing date on the Contract Documents (plans, specifications, form of contract), and estimated total cost, and setting a date for the filing of bids on the project.
The West First Street Joint Utility Trench project includes construction of 2,400 feet of joint utility trench along the north side of West First Street between the High Trestle Trail and N Ankeny Boulevard. The project also includes the replacement of fiber optic cable within existing conduit from State Street to the High Trestle Trail on the north side of West First Street; from West First Street to SW Third Street on the west side of South Ankeny Boulevard; and from West First Street to south of SW Third Street in the alley between SW Pleasant Street and SW School Street. Other associated improvements include 840 fiber splices, traffic control, erosion control, sidewalk, pavement and surface restoration, and miscellaneous associated work necessary to complete the project. The City will furnish the fiber optic cable for contractor installation.
The project is being presented for bidding at this time. Construction of the trench is needed to relocate existing City and Ankeny Community School District communications infrastructure in advance of the West First Street Widening and Improvements - Phase 1 project, planned for construction in 2021 and 2022, and to facilitate Mid-American Energy Company's relocation to underground power service in summer/ fall 2020.
Pending project approval and award, the contractor will be required to start the project no earlier than March 17, 2020, and no later than April 13, 2020. The contractor will have until June 30, 2020 to complete the trench construction; until August 15, 2020 to complete the fiber optic cable placement and splicing; and until October 1, 2020 to complete the site restoration.
Council approval at this time will set the following schedule for the proceedings:
1. Set Date of Bid Opening and Public Hearing: January 20, 2020
2. Post Notice to Bidders and Notice of Public Hearing: January 24, 2020
3. Publish Notice to Bidders and Notice of Public of Hearing: January 31, 2020
4. Bid Opening (10:30 A.M., Public Services Building): February 11, 2020
5. Public Hearing and Award Contract (5:30 P.M., City Council Chambers): February 17, 2020
