NW Irvinedale Drive Water Main Improvements:  Consider motion to approve:   a) Certificate of Completion; b) RESOLUTION accepting the public improvements with Absolute Infrastructure  in the amount of $110,771.88; c) Change Order #2 for $1,765.13; d)  Final Payment #2 in the amount of $7,285.20 / Release of Retainage in the amount of $5,538.59.
EXECUTIVE SUMMARY:

The actions before the council are the acceptance of the Certificate of Completion, passage of a Resolution accepting the public improvements, and approval of the final and retainage payment to Absolute Infrastructure on the NW Irvinedale Drive Water Main Improvements Project.

The NW Irvinedale Drive Water Main Improvements Project is now complete including all final punch-list items.  A series of actions are needed in order to close out this construction project:

 

1. Engineer's Certificate of Completion:  The attached Certificate of Completion from the project engineer states that the work performed was in substantial conformance with the plans and specifications and that the final contract amount is $110,771.88.

 

2. Resolution accepting the public improvements:  This resolution approves and adopts the engineer's Certificate of Completion on the NW Irvinedale Drive Water Main Improvements Project and establishes the final contract amount to be $110,771.88.

 

3.Change Order #2:  Absolute Infrastructure = $1,765.13

 

4. Final Payment:  Absolute Infrastructure = $7,285.20

    Retainage Payment:  Absolute Infrastructure = $5,538.59

It is recommended that the retainage payment on the project be approved for payment 31 days from the date of acceptance of the project, in accordance with the terms of the contract.

FISCAL IMPACT: No
The above payments will facilitate the final completion of this project, which was funded through the Capital Improvements Program.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the council take the following actions:

 

1. Accept the Certificate of Completion from the project engineer for the NW Irvinedale Drive Water Main Improvements Project;

2. Adopt the Resolution accepting the NW Irvinedale Drive Water Main Improvements Project with Absolute Infrastructure in the final contract amount of $110,771.88;

 

3. Authorize change order #2 to Absolute Infrastructure in the amount of $1,765.13 and

 

4. Authorize final payment to Absolute Infrastructure in the amount of $7,285.20 and release of retainage payment in the amount of $5,538.59 in accordance with the terms of the contract.

PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):

September 30, 2019: Council ordered construction and set dates for bid letting and public hearing.

 

November 4, 2019: Council held a public hearing; adopted plans, specifications, form of contract, and estimate of cost; awarded construction; and approved construction contract and bonds.
