Proposed SE 8th Street Reconstruction - Phase 1

EXECUTIVE SUMMARY:

The action before the Council is the adoption of a Resolution regarding the SE 8th Street Reconstruction - Phase 1 project which involves ordering construction, setting a public hearing date on the Contract Documents (plans, specifications, form of contract), and estimated total cost; and setting a date for the filing of bids on the project.

 

The SE 8th Street Reconstruction – Phase 1 project includes the removal and replacement of PCC street pavement, water main, and storm sewer generally located on SE 8th Street from SE Oak Drive to SE Sharon Drive in the City of Ankeny.

 

The improvements include construction of approximately 2,560 SY of 8-inch PCC pavement, approximately 190 SY of 6-inch PCC driveway, approximately 530 SY of PCC sidewalk, RCP storm sewer between 15-inch diameter and 24-inch diameter, storm sewer structures, removal of existing storm sewer and water main, approximately 760 LF of 8-inch water main, water main valves and hydrants, subgrade preparation, modified subbase, subdrain, pavement removal, traffic control, temporary sidewalks, erosion control, excavation, and miscellaneous associated work necessary to complete the project.

 

The project is being presented for bidding at this time.  Pending project approval and award by the City Council, the contractor will be required to start the project no earlier than June 1, 2020 and no later than June 22, 2020.  They will have 60 working days to substantially complete the overall project.  Council approval at this time will set the following schedule for the proceedings:

1. Set Date of Bid Opening and Public Hearing:  January 20, 2020

 

2. Post Notice to Bidders and Notice of Public Hearing:  January 24, 2020

 

3. Publish Notice to Bidders and Notice of Public of Hearing:  January 31, 2020

4. Bid Opening (10:30 A.M., Public Services Building):  February 11, 2020

5. Public Hearing and Award Contract:  February 17, 2020
(Hold Public Hearing on the plans, specifications, form of contract, and estimated total cost; review bids, award contract and approve contract and bonds.)

FISCAL IMPACT: No
This project is included in the City's 2020-2024 Capital Improvements Program with construction scheduled for 2020.
CITY MANAGER'S RECOMMENDATIONS:
It is recommended that the Council take the following action:

1. Adopt Resolution ordering construction and setting the bid opening date as February 11, 2020 and setting the public hearing date as February 17, 2020 for the SE 8th Street Reconstruction - Phase 1 project, in accordance with the Notice to Bidders and Notice of Public Hearing to be posted on the Iowa League of Cities and Master Builders of Iowa websites on January 24, 2020 and to be published in the Des Moines Register on January 31, 2020.

A project information meeting for adjacent property owners and residents was held on Tuesday, November 12, 2019 at 5:30 PM.  Property owners and residents will be updated via letters during the construction phase.

Action: Consider motion to adopt <strong>RESOLUTION</strong> ordering construction on the SE&nbsp;8th Street Reconstruction&nbsp;- Phase&nbsp;1&nbsp;project&nbsp;and fixing a date for hearing thereon and taking of bids therefor. &nbsp;(date of bid-letting:&nbsp;02/11/20 @ 10:30 a.m./date of hrg:&nbsp;02/17/20 @ 5:30 p.m.)&nbsp;
