SUBJECT:
Consider motion to approve the letter of agreement for broker/agent of record for insurance services with TrueNorth Companies, L.C. of Cedar Rapids, Iowa, and authorize the Mayor to sign the letter of agreement.
EXECUTIVE SUMMARY:

The City of Ankeny issued a request for proposal to eleven firms for broker/agent of record for insurance services.    Those firms that submitted proposals were:  Agency 10 Insurance, AON Risk Solutions Central, Inc., Arthur J. Gallagher Risk Management Services, Inc., Inspro, Inc., LMC Insurance and Risk Management, Midwest Insurance Corporation and True North Companies, L.C. 

Proposals were evaluated on the following factors:

  1. Met minimum requirements.
  2. Responses to qualitative questions demonstrate merit.
  3. Demonstrates an understanding of the work required and prior performance for similar coverage with insurance markets serving municipal clients.
  4. Demonstrates an ability to provide the scope of services in a timely and effective manner.
  5. Demonstrates the firm's management practices, the working relationship envisioned, and the utilization of local, regional and national support resources.
  6. Overall thoroughness of written responses within the parameters set forth.
  7. Experience bidding a wide range of products, including high deductible/retention products.

The City Manager appointed an evaluation committee to review all RFP responses, interview finalists and recommend the most qualified firm. The committee consisted of the City Manager, Administrative Services Director and Human Resources Director, all of whom have considerable insurance administration and risk management experience. Based on the seven factors stated in the RFP, the evaluation committee scored the proposals to determine the partnership viability, fit, qualifications and professional services resulting in four firms being selected to present and interview.

The evaluation committee recommends TrueNorth Companies, L.C. as the most qualified firm to fulfill the required scope of services. 

FISCAL IMPACT: Yes
The City is currently a member of the Iowa Communities Assurance Pool (ICAP) and Iowa Municipal Workers Compensation Association (IMWCA), both of which provide commissions to the broker/agent of record as a percentage of annual member contributions.  These commission structures remain unchanged.
CITY MANAGER'S RECOMMENDATIONS:
Recommends approval of the letter of agreement with TrueNorth Companies, L.C. for a three year period, commencing on July 1, 2020.  The agreement includes an option to renew the contract for one additional three year period by mutual agreement.
