This project includes the following repairs to the sanitary sewer collection mains in various locations within the City of Ankeny:

Drop Connection repair located on SW Arlan Drive between W. First Street and SW 3^rd Street consists of the replacement of a deteriorated drop structure into manhole 16I 43, along with any incidental pipe repair.

NW Elm Ln/NW 18th Street Repair consists of pipe replacement/upsizing of an existing 8-inch diameter sanitary sewer to a 10-inch diameter pipe at the drop structure for manhole 13J 124, located at the intersection of NW Elm Lane and NW 18th Street.

SW State Street Sag Fix consists of the replacement of approximately 170 LF of sanitary sewer and two manholes, over existing pipe to eliminate a sag within the sanitary sewer system located just north of SW State Street and SW 9th Street Intersection.

The construction improvements include traffic control, video inspection, establishing and executing a sewage bypassing plan, restoration, cleanup and miscellaneous associated work necessary to complete the project.

The bid opening for this project was held on Tuesday, May 12, 2020.  six (6) bids were received as follows:

1.  The Underground Company $333,962.00

2.  On-Track Construction  $347,818.00 

3.  Vanderpool Construction $347,685.00

4.  Rognes Corp. $410,203.00

5.  J&K Construction $359,541.00

6.  Halbrook Excavating $325,000.00

The Engineer's Estimate for the project was $275,00.00.  The bids ranged from approximately 18% to 49% above the estimate.  The City reviewed the bid results internally and followed up with the low bidder. Halbrook Excavating has experience completing similar projects like this, and currently has several projects under construction for the City of Ankeny.  It is recommended that the project be awarded to Halbrook Excavating of Ankeny, Iowa.

Pending project approval and award by the City Council, the contractor will be required to start the project within 10 calendar days after the date set forth in the written Notice to Proceed, (expected start date no later than June 29, 2020), and will have until October 31, 2020 to fully complete the project.

This project is included in the 2019 - 2023 CIP program through the 2020 Sanitary Sewer Maintenance Fund Program.

1. Hold a hearing on the proposed Contract Documents (plans, specifications and form of contract) and estimated cost ($275,000.00).

2. Approve Resolution, adopting said plans, specifications, form of contract and estimated cost for  the 2020 Sanitary Sewer Repairs.

3. Receive and file the report of bids received on May 12, 2020.

4. Approve Resolution, making award of the construction contract to Halbrook Excavating, of Ankeny, Iowa.

5. Approve Resolution, approving contract and bonds with Halbrook Excavating in the amount of $325,000.00.

April 20, 2020: The City Council approved a Resolution ordering construction and setting the bid opening date as May 12, 2020 and setting the public hearing date as May 18, 2020.

Action: Consider motion to close Public Hearing 2020-30.
