Proposed Ankeny Senior Community Center Project

EXECUTIVE SUMMARY:

The action before the Council is the adoption of a resolution regarding the Ankeny Senior Community Center Project, which involves ordering construction, setting a public hearing date on the Contract Documents (plans, specifications, form of contract) estimated total cost and setting a date for the filing of bids on the project.

 

In late 2018, the City Manager negotiated a financing agreement with Polk County to facilitate the construction of a new shared senior center for the City of Ankeny.  The management team, with the assistance of Shive-Hattery architects, completed a site study for the new senior center in 2019.  The results of that study targeted the center for the open ground between the Park and Ride Lot and Fire Station No. 1 on NW Ash Drive. 

 

In November of 2019, Shive-Hattery was retained to complete the design of the facility.  Shive subsequently completed a schematic design for the proposed center in December of 2019.  Following approval of those conceptual design documents, the full project design commenced.  Both Polk County and the City were involved in the design review and plan development of the facility. 

 

The Senior Community Center will include a dining room, warming kitchen, exam/health room, and activity spaces including a multi-purpose gym for pickle ball, volleyball and basketball, a running track, rooms with exercise equipment, a billiards room, game rooms and craft rooms.  The two story building will occupy 30,300 square feet. Substantial site improvements will be constructed with the project, including new parking stalls, on-site detention, walkways, utilities, and storm sewers. 

 

The final construction documents are completed so that the project can be presented for bidding and subsequent construction at this time.  Council approval will set the following schedule for the proceedings:

 

1. Set Date of Bid Opening and Public Hearing:  May 18, 2020

 

2. Post Notice to Bidders and Notice of Public Hearing:  May 22, 2020

3. Publish Notice to Bidders and Notice of Public of Hearing:  May 29, 2020

4. Bid Opening (10:30 A.M., City Hall):  June 9, 2020

5. Public Hearing and Award Contract:  June 15, 2020
(Hold Public Hearing on the plans, specifications, form of contract, and estimated total cost, review bids, award contract and approve contract and bonds.)

 

FISCAL IMPACT: No
This project is included in the City's current Capital Improvement Program with construction scheduled for 2020.  The project will be funded jointly by the City of Ankeny and Polk County.
CITY MANAGER'S RECOMMENDATIONS:
1. Adopt Resolution ordering construction and setting the bid opening date as June 9, 2020 and setting the public hearing date as June 15, 2020 for the Ankeny Senior Community Center Project, in accordance with the Notice to Bidders and Notice of Public Hearing to be posted to the Iowa League of Cities and the Master Builders of Iowa websites and published in the Des Moines Register.
