Consider motion to adopt RESOLUTION authorizing the renewal of a 28E Agreement by and between the City of Ankeny, Iowa and the members of the Polk County Emergency Management Commission for funding of emergency management administration.
EXECUTIVE SUMMARY:
Pursuant to Iowa Code, there is established in each county an emergency management commission to provide direction for delivery of the emergency management services of planning, administration, coordination, training and support for local governments and their departments.  The Polk County Emergency Management Commission exists and operates from representatives of several metropolitan cities as well as Polk County. The budget for the Commission is funded through an annual per capita allocation funded from the city and county general funds.  The original 28E Agreement was approved in 2005, with one renewal in 2008.  The proposed renewal includes two administrative changes to the agreement: 1) the term dates have been updated to reflect the next three fiscal years, 2) the most recent federally certified population numbers have been updated as shown in Attachment #1 of the agreement.    The per capita assessment remains at $0.25 as established in the original agreement. 
FISCAL IMPACT: No
The term for this 28E is effective for FY2021 through FY2023.  Members fund Commission administration on the basis of a $0.50 per capita annual allocation, according to the most recent population estimates provided by the Des Moines Area Metropolitan Planning Organization (MPO).  Ankeny's estimated population is 59,152  which makes the annual allocation $29,576.00 per year.
CITY MANAGER'S RECOMMENDATIONS:
Approve the renewal of the 28E Agreement with the members of teh Polk County Emergency Management Commission for funding of emergency management administration.
