| Consider motion to adopt a RESOLUTION authorizing the execution of a Title VI Non-Discrimination Agreement, including Standard DOT Title VI Assurances with appendices, between the Iowa Department of Transportation and the City of Ankeny. |
| EXECUTIVE SUMMARY: |
The Iowa Department of Transportation (DOT) requires all Local Public Agencies (LPA) with a population of less than 250,000, who receive Federal financial assistance, to develop and execute a Title VI Agreement and the associated Title VI Assurances. The basic purpose of the Title VI Agreement is to document an LPA's policy of non-discrimination and establish the procedures it will use to assure compliance with Title VI and the related non-discrimination requirements in its transportation programs and projects.
The City of Ankeny was awarded federal funding for the High Trestle Trail Extension - SE Magazine Road to SE Oralabor Road project. The project is currently in the design phase and is scheduled for construction beginning in 2021. In order for the City of Ankeny to use federal funding for this project and any future transportation projects, the Iowa DOT requires that the City approve the required Title VI Agreement and Title VI Assurances and provide the signed documents to the Iowa DOT. It is recommended that the Council approve the agreement and assurances at this time, so federal funding can be used on the upcoming High Trestle Trail project and future transportation projects. |
| CITY MANAGER'S RECOMMENDATIONS: |
It is recommended that the City Council take the following action:
1. Consider motion to authorize the execution of a Title VI Non-Discrimination Agreement, including Standard DOT Title VI Assurances with appendices, between the Iowa Department of Transportation and the City of Ankeny. |
