EXECUTIVE SUMMARY:

Ankeny Senior Community Center Project 

 

The actions before the Council include the consideration of the bids and the approval to proceed with the construction of the Ankeny Senior Community Center Project.  The construction bids are being presented during this public hearing.

 

As Council is aware, the City Manager negotiated a financing agreement with Polk County to facilitate the construction of a new shared senior center for the City of Ankeny.  In November of 2019, Shive-Hattery was retained to complete the design of the facility.  Both Polk County and the City were involved in the design review and plan development of the facility.  This public hearing was set by the City Council at the May 18, 2020 regular meeting.

 

The Senior Community Center will include a dining room, warming kitchen, exam/health room, and activity spaces including a multi-purpose gym for pickle ball, volleyball and basketball, a running track, rooms with exercise equipment, a billiards room, game rooms and craft rooms.  The two story building will occupy 30,300 square feet. Substantial site improvements will be constructed with the project, including new parking stalls, on-site detention, walkways, utilities, and storm sewers. 

 

The plans, specifications and bid documents were distributed after the May 18, 2020 Council action to set the bid date.  The bid documents include a base bid and three alternates for Council consideration:

 

Base Bid = Complete building construction with the alternates included.

Add Alternate 1 = Additional parking lot

Add Alternate 2 = Add windows in the gymnasium

Add Alternate 3 = Add covered porch to the front of the building

 

The bid opening for this project was held on Tuesday, June 9, 2020.  Fifteen (15) bids were received.  The bid tabulation is attached and shows the bid amounts for the base bid and each of the three alternates.  A summary of the 15 bids is as follows

The Architect's Estimate for the project was $7,147,800.00 including the base bid amount and all three estimates.  The bids ranged from approximately 21% below the estimate to 3% below the estimate.  The City reviewed the bid results with the project's architect, Shive-Hattery.  Rochon has reportedly successfully completed several large projects of similar scope.  It is recommended that the project be awarded to Rochon Corporation of Urbandale, Iowa with the construction scope established as the base bid plus all three of the add alternate items included.

 

 

 

Pending project approval and award by the City Council, the contractor will be required to start the project as soon as a pre-construction conference can be held.  The contractor will have until September 1, 2020 to substantially complete the project and October 1, 2020 to achieve final project completion. 

 

FISCAL IMPACT: Yes

This project is included in the City's current Capital Improvements Program with construction scheduled in 2020 and 2021.  The project is being jointly funded by Polk County and the City of Ankeny.

CITY MANAGER'S RECOMMENDATIONS:
1.  Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated cost ($7,147,800.00).

2.  Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the Ankeny Senior Community Center project.

3.  Receive and file the report of bids received on June 9, 2020.


PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
May 18, 2020: The City Council approved a Resolution ordering construction, setting the bid opening date, and setting the public hearing date as June 15, 2020.
