Proposed Fire Station No. 4 Project

Professional Services Agreement with SVPA Architects, Inc.

EXECUTIVE SUMMARY:

The action before the City Council is the approval of a Professional Services Agreement with SVPA Architects, Inc., for design and engineering, bid, and construction phase services associated with the Fire Station No. 4 project.

 

The scope of this project includes a new fire station located on 2.5 acres of property recently acquired along NW Weigel Drive.  Design of the station will follow the same design of Fire Station No. 3 with the following revisions: add an alternate for a fourth bay in the design plans, create single sleeping rooms for staff, revise and/or relocate decontamination areas, incorporate additional parking spaces on-site, and include a storm shelter in the facility in accordance with the 2021 Building Code.

 

The proposed design phase for the project is anticipated to commence in spring of 2023 and be ready for bid in December of 2023.  Construction would start in spring of 2024 and occupancy of the facility is anticipated to occur by fall or early winter of 2025.

 

The City and SVPA have recently and successfully partnered on previous municipal facility projects including three fire station projects (Stations 1 , 2, and 3), City Hall  renovations, and the remodel of the Public Services Building. 

FISCAL IMPACT: Yes

The design of Fire Station No.4 is specifically included in the City Council approved 2023-2027 Capital Improvement Program, project BLD-20-002, in the total amount of $350,000. 

 

The total fee for the services proposed by SVPA is not to exceed $348,400, or 6.7% of the estimated construction cost for the project ($5.2 million).  The final lump sum amount for SVPA's services will be confirmed when the Design Development (DD) phase of the project is completed and will remain the same if the DD estimate is +/- 10%.  

 

The proposed contract amount with SVPA does not include reimbursable expenses or other ancillary services and would be billed outside of this contract.

Action: Consider motion to approve a Professional Services Agreement with SVPA Architects, Inc. for <span style="background-color: #ffffff; text-align: -webkit-left;">design and engineering, bid, and construction phase services associated with the Fire Station No. 4 project in an amount not to exceed $348,400 and authorize the Mayor to execute said Agreement.</span>
