SUBJECT:
Proposed Oralabor Gateway Trail - SW State Street Underpass & SW Oralabor Road & SW State Street Intersection Improvements (PH 2023-17)
EXECUTIVE SUMMARY:

The Oralabor Gateway Trail – SW State Street Underpass and SW Oralabor Road and SW State Street Intersection Improvements project includes the construction of a reinforced concrete box (RCB) culvert pedestrian underpass for the Oralabor Gateway Trail under SW State Street and the widening of the SW Oralabor Road and SW State Street intersection to provide dual left turn lanes, 2 thru lanes, and a right turn lane on all legs.  A new traffic signal will also be installed at the intersection.

 

A portion of this project is being funded with Federal-aid STBG-TAP and ICAAP funds; therefore, the project was bid through the Iowa Department of Transportation (DOT).  The bid opening for the project was held by the Iowa DOT on Tuesday, February, 21, 2023.  Three (3) bids were received as follows:

1.  Absolute Concrete Construction, Inc. $6,369,694.05

2.  Jenco Construction, Inc. $7,204,296.62

3.  Jasper Construction, Inc. $7,257,742.14

The engineer's cost opinion for the project was $4,804,922.50.  The bids ranged from approximately 33% above to 51% above the engineer's cost opinion.  The City reviewed the bid results internally, with the project's engineering consultant, and with the Iowa DOT.  Absolute Concrete Construction, Inc. has previously completed projects of similar nature for the City, and they have the technical experience to undertake this project.  It is recommended that the project be awarded to Absolute Concrete Construction, Inc. of Slater, Iowa.
 
Pending project approval and award by the City Council, the contractor will have ninety (90) working days to complete the 2023 construction and one hundred thirty (130) working days to complete the 2024 construction.  The Notice to Proceed is expected to be issued in spring 2023.

FISCAL IMPACT: Yes
This project is included in the City's current Capital Improvement Program with construction scheduled for 2023 and 2024.  The project's construction will be paid for in part by Federal-aid Surface Transportation Block Grant Transportation Alternative Program (STBG-TAP) funding, Iowa's Clean Air Attainment Program (ICAAP) funding, Iowa DOT Urban-State Traffic Engineering (U-STEP) funding, and Iowa DOT Resurfacing, Restoration, and Rehabilitation (3R) funding.
CITY MANAGER'S RECOMMENDATIONS:
1.  Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract), and estimated cost ($4,804,922.50).

2.  Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the Oralabor Gateway Trail-SW State Street Underpass and SW Oralabor Road and SW State Street Intersection Improvements project.

3.  Receive and file the report of bids received on February 21, 2023 from the Iowa Department of Transportation (DOT).

4.  Approve Resolution making award of construction contract to Absolute Concrete Construction, Inc. of Slater, Iowa.

5.  Approve Resolution approving contract and bonds with Absolute Concrete Construction, Inc. in the amount of $6,369,694.05.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):

March 7, 2022:  The agreement with the Iowa DOT to facilitate the STBG-TAP funding for this project through the Surface Transportation Block Grant (STBG) Program in the amount of $1,050,000 was approved by City Council.

 

March 7, 2022:  The agreement with the Iowa DOT to facilitate the State funding for this project through the Iowa's Clean Air Attainment Program (ICAAP) in the amount of $529,161 was approved by City Council.

 

July 5, 2022:  The City Council adopted a Resolution setting the Public Hearing date as August 1, 2022 in accordance with the Notice of Intent to Commence a Public Improvement Project and to Acquire Property Interests which was published in the Des Moines Register on July 15, 2022.

August 1, 2022:  The City Council held a Public Hearing and approved a Resolution authorizing the acquisition of property and property interests for the project.

 

September 19, 2022:  Two agreements with the Iowa DOT to facilitate the State funding for this project through the Urban-State Traffic Engineering Program (U-STEP) in the amount of $200,000 each were approved by City Council.

 

November 21, 2022:  The agreement with the Iowa DOT to facilitate the State funding for this project through the Resurfacing, Restoration, or Rehabilitation (3R) in the amount of $775,000 was approved by City Council.

 

February 6, 2023: The City Council approved a Resolution ordering construction and setting the public hearing date as March 6, 2023 in accordance with the Notice of Public Hearing which was published in the Des Moines Register on February 17, 2023.

PUBLIC OUTREACH EFFORTS:

June 10, 2022:  Property owners were notified of the upcoming Project Information Meeting that was held on June 21, 2022.

 

June 30, 2022:  Property owners were notified of the need to acquire property for the proposed public improvement project.

 

Public notifications will be provided before and during the construction phase to directly affected property owners, adjacent stakeholders within the project limits, and the general public.

 

ACTION REQUESTED:

Action: <span>Consider motion to adopt 1)&nbsp;</span><strong>RESOLUTION</strong><span>&nbsp;adopting plans, specifications, form of contract and estimate of cost $4,804,922.50; 2) receive and file report of bids received February 28, 2023; 3) adopt&nbsp;</span><strong>RESOLUTION</strong><span>&nbsp;making award of construction contract with Absolute Concrete Construction, Inc. in the amount of $6,369,694.05; and 4) adopt&nbsp;</span><strong>RESOLUTION</strong><span>&nbsp;approving contract and bonds with Absolute Concrete Construction, Inc. in the amount of $6,369,694.05.</span>
