SUBJECT:

Consider motion to adopt RESOLUTION setting dates of a consultation and a public hearing on proposed Amendment No. 13 to the 1989 Ankeny Economic Development Urban Renewal Plan in the City of Ankeny, State of Iowa. (date of hrg: 4/3/23 @ 5:30 p.m.)
EXECUTIVE SUMMARY:

The proposed Amendment No. 13 to the 1989 Ankeny Economic Development Urban Renewal Plan, which was last amended in 2021, includes the addition of the following public improvement projects:

  • SW State Street reconstruction from SW Ordnance Road to West 1st Street (southbound lanes)
  • SW Oralabor Road and SW State intersection improvements and construction  of a pedestrian underpass
  • West 1st Street widening and improvements - Phase 2

 

These projects were not included in previous plan updates and projects are required to be in the plan if tax increment financing is used to support public improvements.  This amendment also includes the addition of land to allow for the inclusion of the West First 1st Street widening project. 

 
FISCAL IMPACT: No
Adding public improvement projects and land area to an Urban Renewal Area has no fiscal impact.  Projects are approved by the City Council as part of the City's Capital Improvement Program. 
CITY MANAGER'S RECOMMENDATIONS:
To approve setting the public hearing and consultation meeting as presented.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
This urban renewal area and plan was most recently amended in 2021.
PUBLIC OUTREACH EFFORTS:
Consultation meeting with all affected taxing entities will occur prior to the public hearing and Council action.
