Proposed N Ankeny Boulevard & 18th Street Intersection Improvements
EXECUTIVE SUMMARY:

The N Ankeny Boulevard & 18th Street Intersection Improvements will realign the northbound and southbound medians in US 69/ N Ankeny Boulevard to provide better sightlines for left-turning drivers to see on-coming traffic. The median curb will be repaired and new landscaping areas prepared. On each corner of the intersection, pedestrian pushbuttons and ramps will be reconstructed to meet the standards of the Americans with Disabilities Act (ADA), and the traffic signal will be upgraded to modern and low-voltage equipment. Other associated improvements include textured and colored concrete, raised median beds for landscaping, irrigation conduit, pavement markings, traffic signal modifications, traffic control, minimal earthwork, pavement removals, and site restoration.

 

The City of Ankeny will furnish the ATC 48VDC traffic signal cabinet with controller, conflict monitor, and accessories, and LED 48VDC signal modules for installation by the Contractor.

 

The project is partially funded by Iowa Department of Transportation (DOT) through an Urban-State Traffic Engineering Program (U-STEP) grant, with maximum reimbursement of $200,000.  

 

 The bid opening for the project was held on Tuesday, March 14, 2023. Three (3) bids were received as follows:


1.  TK Concrete, Inc., Inc. $599,670.00

2.  All Star Concrete, LLC $439,624.75

3.  Howrey Construction, Inc. $588,551.76

 

 

The engineer's cost opinion for the project was $443,792.50.  The bids ranged from approximately 2% below to 35% above the engineer's cost opinion.  The City reviewed the bid results internally, with the project's engineering consultant, and with the Iowa DOT.  All Star Concrete, LLC has completed projects of similar nature for the City, including S Ankeny Boulevard & Magazine Road Safety Improvements in 2021, and they have the technical experience to undertake this project.  It is recommended that the project be awarded to All Star Concrete, LLC of Johnston, Iowa.

 

Pending project approval and award by the City Council, the contractor will be required to start the project no earlier than June 5, 2023, and will be required to complete the project no later than August 18, 2023. Work zone traffic control will be closely coordinated with the NW 18th Street Reconstruction - Ash Drive to N Ankeny Boulevard. 

FISCAL IMPACT: No
This project is included in the City's current Capital Improvement Program with construction scheduled for 2023. 
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the Council take the following action:

 

1. Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract), and estimate of cost ($443,792.50).

 

2. Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost, for the N Ankeny Boulevard & 18th Street Intersection Improvements.

3. Receive and file the report of bids received on March 14, 2023.

 

4. Approve Resolution, making award of construction contract to All Star Concrete, LLC of Johnston, Iowa.

5. Approve Resolution, approving contract and bonds with All Star Concrete, LLC in the amount of $439,624.75.

PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):

February 6, 2023: Construction of the project was initiated by the City Council, and public hearing was set for March 6, 2023. 

 

February 6, 2023:  The agreement with the Iowa DOT through U-STEP was approved by City Council.

 

March 6, 2023: The City Council confirmed postponement of the public hearing to March 20, 2023.
