| EXECUTIVE SUMMARY: |
| SPAL–USA, Inc. is proposing to construct an approximately 215,000 square foot headquarters facility for U.S. operations consisting of office, manufacturing, warehousing, and distribution uses on approximately 25 acres located at the northeast corner of SE Convenience Boulevard and SE 77th Street in the Crosswinds Business Park in Ankeny, Iowa. |

| The details a development agreement are being finalized but the financial terms will be consistent with policy guidelines outlined in the Targeted Industry Investment Policy and will include tax increment financing rebates and industrial property tax exemption. |
