Consider motion to approve the issuance of a fireworks permit within the City of Ankeny to J & M Displays, to be held following the Sips & Songs event, June 30, 2023 at Promenade Park.  
EXECUTIVE SUMMARY:

On April 6, 2023, the Fire Department received a permit application for a commercial firework display from a licensed and insured professional display company, J & M Displays. 

 

They are requesting to shoot off a display from Promenade Park on June 30, 2023 at the conclusion of the Sips & Songs event.  As neither the event nor the fireworks are sponsored by the City of Ankeny, they are requesting to use City of Ankeny property for the display due to safety of the public and those attending the event. This event was approved last year by the Council.

 

J & M Displays has been used in the past within the city for firework displays.  They are licensed with the State of Iowa, ATF and currently insured for the event.  With the application as it stands, the Fire Department (Adam Vander Leest, Division Chief) is comfortable with signing off on a permit for the display portion of the event. 

 

Due to the display being conducted on City property, in this instance Promenade Park, a portion of the park will need to be reserved and/or closed to the public. The closure is required to establish a safe area for conducting the firework display.   The event organizer and display company must receive City Council authorization to use the City-owned facility for such purposes.  In order to receive a permit for the display, the event organizer must agree to be responsible for site clean-up after the event and for securing the display site from the public as deemed appropriate by the Fire Department.  Proof of the City of Ankeny as an Additional Insured is on file.

CITY MANAGER'S RECOMMENDATIONS:

Staff recommends approval of the item as presented, contingent upon the requirements for accepting responsibility for site clean-up after the event and for securing the display site from the public as deemed appropriate by the Fire Department.
