The action before the Council is the adoption of a Resolution accepting a proposal from Iowa Signal, Inc. for the NW 36th Street Fiber Optic Redundancy.
The project will provide a redundant communication route for City facilities in the northeast quadrant of the City, including Fire Station #3, Otter Creek Golf Course and associated sites. The previous 'back-up' communication path was removed because it was in conflict with the 2023 NW 18th Street Reconstruction - Ash Drive to Ankeny Boulevard roadway widening.
The project will install approximately 2,600 LF of 2-inch blue HDPE conduit, two (2) Type III handholes, and 3,600 LF of fiber optic cable along NW 36th Street between NW State Street and NW Ash Drive. Two (2) splice cases and 112 fiber optic cable fusion splices are included, as are associated tasks such as furnishing and installing tracer wire and pull rope, re-working an existing splice case, installation of ‘drop cable’ with housing and panel (1 existing facility), fiber optic testing, temporary traffic control, mobilization and restoration.
The City has procured and will furnish all fiber optic cable required for the project.
An invitation to submit a proposal went out to five (5) area construction firms. Three (3) proposals were received by 10:30 am on April 18, 2023:

Van Maanen Electric, Inc. $73,860.00
Communication Innovators, Inc. $94,235.00
The Engineer's Estimate was $98,745.00, and the bids ranged from 5% to 42% lower than the estimate. Iowa Signal, Inc. has completed numerous similar projects for the City, including current work for NW 36th Street Widening - Ash Drive to Ankeny Boulevard and the SW State Street Fiber Optic Relocation. The Public Works Department recommends awarding the NW 36th Street Fiber Optic Redundancy to Iowa Signal, Inc. of Grimes, Iowa.
Pending Council approval, the contractor may begin work as soon as a pre-construction meeting is held, in order to complete the project by July 21, 2023. |
