SUBJECT:
Ord 2143: An Ordinance creating Chapter 144 of the code of ordinances of the City of Ankeny, Iowa, by creating provisions pertaining to the 2023 Register’s Annual Great Bicycle Ride Across Iowa (RAGBRAI).
EXECUTIVE SUMMARY:

In preparation for welcoming 30,000 to 60,000 +/- RAGBRAI cyclists and visitors to our community on July 26, 2023, the Ankeny RAGBRAI Committee has requested the City approve a temporary ordinance to ensure a safe, healthy, and friendly event for riders, visitors, and residents. Adoption of such an ordinance is recommended by the official RAGBRAI Town Handbook.

 

The ordinance was developed based on a model ordinance provided by RAGBRAI organizers. It makes modifications to the Municipal Code to facilitate the event during the day that RAGBRAI will be coming through Ankeny. This ordinance will only be effective from passage by the Ankeny City Council until 6:00 p.m. on July 26, 2023.

 

The purpose of this ordinance is as follows:

 

1.   Establish regulations for vendors, for-profit and non-profit, who desire to provide/sell food or goods to the public

2.       Establish vendor fees

3.       Establish regulations for the service of alcoholic beverages

4.       Describe the penalties for the violation of the RAGBRAI ordinance
FISCAL IMPACT: Yes
The vendor fees established in this ordinance will be utilized to host and operate the event.
CITY MANAGER'S RECOMMENDATIONS:
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
City staff have met with the Ankeny RAGBRAI Committee on April 7 and April 20 to discuss the preparations needed for Ankeny to be a successful RAGBRAI meeting town and will continue to have regularly scheduled meetings until the day of event on July 26, 2023.
