The action before the City Council is the approval of a Professional Services Agreement with Snyder & Associates, Inc. for the conceptual and preliminary design engineering services needed for the South Ankeny Boulevard Improvements - SE Peterson Drive to 1st Street project.
The purpose of the project is to reconstruct South Ankeny Boulevard from approximately 300 feet south of SE Peterson Drive to 1st Street. Existing South Ankeny Boulevard in this area is an urban four-lane undivided U.S. Highway. The project proposes to reconstruct South Ankeny Boulevard into a new urban four-lane divided boulevard highway with raised medians along with auxiliary turn lanes at the major intersections. The proposed improvements will improve traffic mobility and safety along the corridor.
The conceptual and preliminary design of the project needs to be undertaken at this time so that the project schedule can be maintained. The project will also require coordination with the Iowa DOT due to the project's location being a U.S. Highway within the Iowa DOT's right-of-way.
The Public Works Department proposes to use Snyder & Associates, Inc. to complete the necessary conceptual and preliminary design engineering services for the project, including topographic survey, base mapping, a corridor traffic study, a Traffic Safety Improvement Program (TSIP) application, preliminary utility coordination, streetlighting analysis, and submittal of both Preliminary Design and Construction Plans (30% complete) and also Right-of-Way Design and Construction Plans (60% complete) to the City of Ankeny and the Iowa DOT. Additional Services that are part of this agreement include roadway and environmental geotechnical investigation, Phase 1 environmental site assessment, and cultural resources evaluation.
Snyder has completed similar engineering services previously for the City, including the NE Delaware Avenue Reconstruction - NE 5th Street to 700 feet North of NE 18th Street project being constructed in 2023 and 2024, and they have extensive experience working with the City and the Iowa DOT on these types of projects. The scope of the conceptual and preliminary design engineering services, along with the corresponding fees for these services, are shown in the attached Professional Services Agreement. The total fee for the conceptual and preliminary design engineering services is $497,700.00.
Upon successful completion of the conceptual and preliminary design, this Agreement will be amended to include the final design engineering services.
This project will be bid through the Iowa DOT letting process. It is anticipated that the project will be bid in the summer or fall of 2025 for construction beginning in 2026.
