SUBJECT:
Ord 2176: An Ordinance amending Chapter 69 Parking Regulations of the Municipal Code of the City of Ankeny, Iowa, by amending Section 69.10 No Parking on North and East Sides of Streets, and Section 69.11 No Parking on Both Sides. 

EXECUTIVE SUMMARY:

As the City of Ankeny continues to grow, occasional updates and changes are needed in the regulations governing public on-street parking in order to support traffic safety and mobility. The proposed revisions to Chapter 69 Parking Regulations, recommended by the Public Works Department, are within Sections 69.10 and 69.11.

 

 There are three recommended revisions to Section 69.10 No Parking on North and East Sides of Streets:

 

- Section 69.10.1.Y. Northwest Harmon Court. Parking is prohibited on the south side and allowed on the north side. This exception is recommended in order to increase the available parking area for the twenty adjacent residences. See attached exhibit. 

 

- Section 69.10.2.BM. Southwest 11th Street. Parking is prohibited on the south side of Southwest 11th Street on local public school attendance days between the hours of 7:30 am to 9:30 am and 2:30 pm to 4:30 pm from Southwest Elm Street to 200 feet west of Southwest Cherry Street. Parking is prohibited at all times on Southwest 11th Street from Southwest Cherry Street to 200 feet west of Southwest Cherry Street.

 

- Section 69.10.2.BN. Southwest Maple Street. Parking is prohibited on the west side of Southwest Maple Street on local public school attendance days between the hours of 7:30 am to 9:30 am and 2:30 pm to 4:30 pm from Southwest 11th Street to Southwest 12th Street.

 

The exceptions to Section 69.10.2 are recommended in support of pedestrian safety for Southview Middle School students by encouraging use of controlled intersections at SW Elm Street and SW Cherry Street to cross SW 11th Street. See attached exhibit. These revisions are supported by Ankeny Community School District staff and by Ankeny Police Department.

 

One revision to Section 69.11 No Parking on Both Sides is recommended due to recent annexation bringing an existing roadway under City jurisdiction. 

 

- Section 69.11.XX. Southeast Berwick Drive. See attached exhibit. 

FISCAL IMPACT: No
The associated expense will be for the sign procurement. Installation will be completed by City staff.
CITY MANAGER'S RECOMMENDATIONS:
Accept second consideration of Ordinance 2176 to amend Chapter 69, Parking Regulations, of the Municipal Code.

PUBLIC OUTREACH EFFORTS:
Letters were sent on July 3, 2024 to residents along the street sections where changes to parking regulations in Section 69.10 are proposed. In total, four responses were received; all in support of the revisions. The proposed recommendations were discussed at the City Council regular meeting on July 15, 2024.

Action: Consider motion to accept second consideration of ORDINANCE 2176.

Action: <span>Consider motion to accept request to suspend the rule that all ordinances must be considered on three different days and accept third consideration of ORDINANCE 2176, sending it on its final passage and publication as required by law.</span>
