SUBJECT:

Consider motion authorizing the Ankeny Police Department to enter into an agreement with the Iowa Department of Public Safety to formalize the collaboration between participating law enforcement agencies to combat human trafficking.
EXECUTIVE SUMMARY:
The State of Iowa Human Trafficking Taskforce Memorandum of Understanding (MOU) formalizes the collaboration between participating law enforcement agencies to combat human trafficking. The MOU outlines the task force's mission, which includes identifying victims and traffickers, dismantling trafficking organizations, and facilitating criminal prosecutions. Supervised by the Office to Combat Human Trafficking within the Iowa Department of Public Safety, the task force emphasizes resource sharing, joint investigations, and coordination with non-task force agencies. Participating agencies commit personnel on an as-needed basis and provide necessary equipment. The MOU covers operational procedures, supervision, case assignments, prosecution guidelines, and protocols for overtime pay, informants, firearms use, and crisis situations. The agreement is indefinite but allows for agency withdrawal with thirty days' notice.
