PH 2024-47: Proposed Otter Creek Clubhouse Renovations
EXECUTIVE SUMMARY:

The Otter Creek Clubhouse Renovation project improvements include:

 

Exterior: Door replacement at the existing clubhouse. Existing frames to be reused.

 

Interior: New barn door, carpet replacement and painting. Miscellaneous unit price work includes wood base sanding and staining, gypsum board ceiling crack repair, and window blind replacement.

 

Add-Alternate No. 1: Additional door replacement at the existing clubhouse.

 

The bid opening for this project was held on August 13, 2024.  Ten (10) bids were received as follows:

 

1.Eick & Day Construction, LLC

  Base Bid: $173,500.00

  Add-Alt No.1: $69,625.00

 

2. Ball Team, LLC

  Base Bid: $195,900.00

  Add-Alt No.1: $62,010.00

 

3. Keystone Construction

  Base Bid: $196,000.00

  Add-Alt No.1: $59,500.00

 

4. Munro Construction

  Base Bid: $200,000.00

  Add-Alt No.1: $60,000.00

 

5. Dean Snyder Construction

  Base Bid: $206,637.00 

  Add-Alt No.1: $70,092.00

 

6. Greiner Construction

  Base Bid: $212,000.00

  Add-Alt No.1: $76,307.00

 

7. Edge Companies

Base Bid: $228,670.00

  Add-Alt No.1: $76,695.00

 

8. Bergstrom Construction Inc.

  Base Bid: $235,000.00

  Add-Alt No.1: $86,000.00

 

9. HPC, LLC

  Base Bid: $255,000.00

  Add-Alt No.1: $91,000.00

 

10. Trinity Construction Group

  Base Bid: $260,000.00

  Add-Alt No.1: $82,500.00

The Engineer's Estimate for the project's base bid was $191,800.00 and $72,100.00 for Add-Alternate No.1, totaling $263,900.00.  Base bids ranged from approximately 10% below to 35% above the estimate. The City Council approved Capital Improvement Plan includes $200,000.00.  

 

Eick & Day  has completed similar projects in the past and they have the technical experience to complete this project. The Parks & Recreation Department recommends to omit Add-Alternate No.1 from the project and award the base bid portion to Eick & Day Construction, LLC from Johnston, Iowa. 
 
Pending project approval and award by the City Council, the contractor shall commence work no earlier than December 16, 2024.  The Contractor shall fully complete the overall project no later than February 28, 2025. 

FISCAL IMPACT: No
This project is included in the City's current Capital Improvement Program with construction scheduled for 2024-2025.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the Council take the following action:

 

1. Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract), and estimate of cost (Base Bid: $191,800.00 and Add-Alternate No.1: $72,100).

 

2. Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the Otter Creek Clubhouse Renovations project.

3. Receive and file the report of bids received on August 13, 2024.

 

4. Approve Resolution, making award of construction contract to Eick & Day Construction, of Johnston, Iowa.

5. Approve Resolution, approving contract and bonds with Eick & Day Construction in the amount of $173,500.00.

PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
July 15, 2024: The City Council approved a Resolution ordering construction and setting the bid opening date as August 13, 2024, and setting the public hearing date as August 19, 2024.
